مشکل ModSecurity: collection_store: Failed to access DBM file

سلام،
من چند وقته با مد سیکوریتی مشکلی دارم که خیلی جا ها مطرح کردم ولی کسی راه حلی که بشه مشکل رو برطرف کرد نداشت، امیدوارم دیگه از اینجا نا امید نشم.
whmcs روی سرورم نصب کردم وقتی میخوام بخش تنظیمات عمومی رو درست کنم و ذخیره کنم چنین اروری رو به رو میشم:

Forbidden

You don't have permission to access /***/configgeneral.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

بعد لاگ هارو که چک میکنم به این شکل است

الان باید چیکار کنم لطفا اگر کسی میدونه رهنمایی کنه؟
