The process of becoming an ICANN-accredited registrar includes several steps. The following summary of these steps is intended to guide you through this process.

    Review the Governing Agreements and Policies that apply to every ICANN-accredited registrar.
    Apply for Registrar Accreditation. To apply, you must complete an ICANN Registrar Accreditation Application [DOCX, 84 KB] and send it to ICANN along with a non-refundable US $3,500 application fee. To assist us in processing your application as quickly as possible, please submit very specific, thorough answers and all necessary supporting documents. The main reasons for delays in the processing of an application include missing supporting documents and incomplete or vague answers to application questions. Questions you may have concerning your application should be addressed to accredit@icann.org.
    After completing its review of your application and conducting any necessary follow-up inquiries and research, ICANN will inform you by e-mail of its decision on your accreditation application.

If your accreditation application is approved, the following additional steps must be completed:

    Sign a Registrar Accreditation Agreement with ICANN and pay the accreditation fee. The current version of the agreement is a standard document that all registrars sign with ICANN. An ICANN accreditation is currently granted for a term of 5 years. (ICANN will generate and send your Agreement, along with an invoice for the annual fixed portion of the accreditation fee).
    Sign a Registrar Data Escrow Agreement with ICANN and enroll with Iron Mountain, ICANN's designated escrow agent (standardized agreement with ICANN and Iron Mountain [PDF, 45 KB]), or a Third Party Provider (TPP) of escrow services. As stated in paragraph 3.6 of the RAA, all ICANN-accredited registrars are required to deposit certain gTLD registration information. Executing both the RAA and RDE Agreement with ICANN are the last steps in the ICANN registrar accreditation process.
    Once you return the signed RAA and RDE Agreement and pay your accreditation fee, ICANN will notify the applicable registries of your accreditation and add you to the list of registrars at http://www.internic.net/regist.html. You should work out the contract, financial, and technical details with the registry operators.
    Complete the preparation of your registration agreement for Registered Name Holders. The ICANN Registrar Accreditation Agreement requires that certain specific provisions be included in this registration agreement. In addition, ICANN adopted a Uniform Domain-Name Dispute-Resolution Policy, which all accredited registrars are required to follow. You may also wish to implement a Privacy Policy to comply with the requirements of your accreditation agreement.
    Inaugurate your service. After the above steps have been completed, you should be in a position to begin offering services to the public as soon as you pass the testing process and become operational with the respective registries for which you have been accredited.

اگه چند شرکت هاستینگ معتبر ایرانی از اول یعنی چند سال پیش ، با شرایط آسانی که آیکان گذاشته بود، نمایندگی مستقیم میگرفتند، الان این همه کاربر ایرانی وابسته به شرک های خارجی نبودند که هر روز با مسخره بازی هاشون ایرانی ها رو دربدر کنند!
نمایندگان هندی آیکان رو در لیست نمایندگانش نگاه کنید ده ها شرکت هندی نمایندگی مستقیم گرفته اند ولی ایرانی ها از اول چسبیدند به دم هندیها و چینی ها و آمریکایی ها و ... !

قبل از دولت جرج بوش تحریم ها به این حد جدی نبود، مخصوصا در حوزه آی تی و اینترنت ایران اصلا تحریم نبود و خیلی از شرکت های بزرگ ایرانی در دیتاسنترهای آمریکا رک های اختصاصی داشتند و سرورهای هایشان را با هویت کاملا ایرانی در آنجا کولو میکردند و نمایندگی مستقیم دامنه و ...از آمریکا میگرفتند.

بله اون زمان خیلی فرق میکرد، ولی الان خیلی وقته تحریم هست و حتی اگر اون زمان نمایندگی مستقیم بود بازهم بعد تحریم کنار گذاشته میشدیم و همچنان هیچ فرقی به حالمون نداشت

هدف آگاه کردن دیگران است تا شاید کسی که سرمایه و وقت و علاقه به اینکار را داشت دست به کار شود.
شاید برخی از رجیسترار های مستقیم icann ایرانی باشند ولی از ترس تحریم و شاید به علل و دلایلی نخواسته اند آن را عیان کنند.
باید دید icann یک سازمان جهانی است یا متعلق به آمریکاست؟ اگر جهانی است مثل سازمان ملل می ماند و آمریکا هیچ غلطی نمی تواند بکند.
آیا آمریکا می تواند ایران را از خدمات سازمان ملل محروم کند؟ یا از خدمات مثلا فائو و یونیسف محروم کند؟

پیشنهاد IBSA در سال ۲۰۱۱
یکی از پیشنهادهای بحث برانگیز که نتیجه نشست سپتامبر ۲۰۱۱ بین هند، برزیل، و آفریقای جنوبی (IBSA) بود، قرار بود اداره اینترنت را به یک کمیته سازمان ملل در امور سیاست گذاری‌های مربوط به اینترنت (UN-CIRP) انتقال دهد. این اقدام یک واکنش به این عقیده بود که اصول دستور جلسه تونس برای جامعه اطلاعات که در سال ۲۰۰۵ تدوین شده بود مورد توجه قرار نگرفته است. این بیانیه خواستار ایجاد یک سازمان جدید تحت نظارت سازمان ملل شد تا پیشنهادهای سیاستی برای منظور سازمان‌های فنی مانند آیکان و سازمان‌های بین‌المللی مانند ITU فراهم کند. پس از انتقادهای عمومی، دولت هند از این پیشنهاد کنار کشید.

کسانیکه نماینده دیتاسنترهای آمریکا هستند و کسانیکه سی پنل و کلاد لینوکس می فروشند سخت براشون نماینده آیکان بشن؟ سالی 4000 دلار هزینه داره!
