درخواست راهنمایی برای run کردن command

سلام
من یک مشکل در نصب whmcs داشتم که بعد از نصب صفحه سفید می آمد و بعد از کلی سرچ این راه حل رو براش پیدا کردم :
After installing WHMCS onto a Windows server, you may find when visiting the client area you just see a blank page. This is caused because the templates_c folder cannot be written to. Even if it is CHMOD 777, unless the ownership is set correctly it will not be writeable. To correct the issue, you need to run the following command on the folder:

chown -R root:password templates_c

ولی منظور از run کردن command رو متوجه نشدم .
اسکریپت WHMCS من در E:\inetpub\vhosts\behtinweb.com\httpdocs\client نصب شده است .
نمیدنم منظورش اینه که باید در command prompt این رو تایپ کنم و یا چیز دیگه ای؟
لطفا بگبن من چیکار باید بکنم و در cmd دقیقا چی تایپ کنم؟
