MobaSSH is a free SSH server for
Windows 2000/XP/Vista/2003/2008/7

MobaSSH allows you to run commands and transfer files on a remote Windows PC from any operating system (GNU/Linux, Unix, HP-UX, AIX, Windows, ...) through a fully secured and encrypted network connection.

MobaSSH is 100% compatible with the Linux/Unix/HPUx/AIX SSH clients, but also with Putty or WinSCP on Windows.

یک برنامه دیگه هم پیدا کردم: freeSSHd and freeFTPd - open source SSH and SFTP servers for Windows
شاید مختص باشه ولی مشابه اش برای ویندوز هم ساخته شده و برعکس (در مورد امکانات دیگه)
من مواردی رو که مختص لینوکس بوده مثل wget، ssh، gpg، md5 و sftp رو در ویندوز هم پیدا کردم.
ظاهرا بستگی به برنامه داره MobaSSHدستوراتش مثل لینوکسه و این یکی دستوراتش مثل خط فرمان ویندوز
