This points to a filesystem issue preventing quotas from working properly. You'll need to talk to your system administrator or datacenter about this issue, as it relates to the kernel and filesystem.

منم اینو ارسال کردم واسه دیتا سنتر اونا گفتن سرور رو چک کردیم مشکل نداره بعد اینو جواب دادن:

Dear Issa,

You will likely be better off doing this in Recovery Mode. The simplest way to do this is, once in Recovery Mode:
1-Mount your root directory to /mnt
2-Edit /mnt/etc/fstab so the line with the configuration for the root partition says 'usrquota, defaults' in the options column (3rd to last columnt), instead of the journalled configuration.
3-Erase the /mnt/aquota.* files (there should be 2).
4-Reboot the server by canceling Recovery Mode.
5-Run 'quota off /' (I suspect this will fail since we broke the quota configuration above).
6-Run 'quotacheck -m /'. This will take a while likely.
7-Run 'quotaon /'.

You may also need to run cPanel's quota scripts to re-enable or re-verify them if you are unable to do so from within cPanel.

You will need to mount a partition (or RAID array, in this case) to /mnt before anything will be there:
mount /dev/md1 /mnt

The above will mount your root partition (or RAID device) to /mnt.

-Edit is not a command, but a verb. Use your favorite text editor (it does not matter if it is vi, vim, pico, nano, emacs, etc) and edit the file '/mnt/etc/fstab'. Note - this can only be done once you have mounted something to /mnt.

Recovery Mode works exactly like booting into Rescue mode from any bootable Linux CD when you have a machine in front of you.
